How much sand and water should I add to the umbrella base?

Can these double-top cantilever umbrellas be tilted from side to side?
Sorry that the double-top outdoor garden umbrella can not tilt left and right. Except for the single-top swivel porch umbrellas and patio umbrella with solar lights can tilt left and right. All other patio umbrellas are able to tilt up and down.
Is this outdoor umbrella windproof?
This is a cantilever patio umbrella with a double-top structure. The ventilation and balance of a double-top structure is better than that of a single-top structure. Therefore, when used with a heavy base, a double-top outdoor patio umbrella will be more wind-resistant and stable.
